Rock Island Arsenal Garrison is located on an island in the Mississippi River between Iowa and Illinois. The island is almost a mile wide, three miles long and has 946 acres in Illinois.Rock Island Arsenal Garrison is our nation's largest government owned and operated arsenal.

This center is the Army's only fully integrated metal manufacturing facility and the only remaining U.S. Army foundry.

The Rock Island Arsenal is also a National Historic Site with a Confederate Cemetery, the Colonel Davenport House Museum, the Rock Island Arsenal Museum, and the historic Government Bridge over the Mississippi River. In 1809 the island was set aside as a federal military reservation by an Act of Congress. It has played key parts in every major US conflict dating back to the Black Hawk War of 1832. In 1969, the arsenal was placed on the National Register of Historic Places. In 1989, the original arsenal buildings were designated as National Historic Landmarks.

The mission of Rock Island Arsenal Garrison is to provide quality facilities and excellent base operations support and services to all installation tenants in the areas of law enforcement, crime prevention, security management, fire, safety, information management, facilities engineering, housing, maintenance of buildings and roads, and transportation. The Garrison maintains telecommunications facilities and common resources, as well as community amenities and necessary services for morale, welfare, and recreation. Location/Driving Directions

Rock Island Arsenal (RIA) is located on an island in the middle of the Mississippi River with its main gate in Moline, Illinois.

If arriving by air, you would fly into the Moline International Airport in Moline, Illinois. No military shuttles are available, however several area hotels offer shuttle service to and from the airport. A US Customs office is located a quarter mile West of the Airport on HWY 150.

To drive to the Arsenal from the airport, follow the airport signs that take you out of the complex. You will come to a stop light, facing north. This is Route 150 and Interstate 74 intersection. Turn left. Proceed north on Interstate 74. Take the 7th Avenue exit. Turn left onto 7th Avenue then immediately turn right onto 19th Street. Head north on 19th Street to 2nd Avenue (second intersection past the railroad tracks). Turn left. Proceed 2 blocks to the ramp entrance of the Rock Island Arsenal. Once on the Arsenal, proceed on Rodman Avenue past the cemetery (on the left) and military housing (on the right). Office buildings start at East Avenue.

To access from the east, take I-74 west to 7th Avenue exit in Moline. When approaching the stoplight at the bottom of the ramp turn left. Follow 7th Avenue to 14th Street. Turn right on 14th Street. This will lead you to RIA's entrance ramp.

Rock Island Arsenal Garrison is an Army base that serves all branches of the United States military, including the local National Guard and Army Reserve Troops. It is largely a civilian installation employing over 6000 civilians. There are around 400 Active Duty military personnel. The Navy Marine Corps Reserve Center located on the West End of the installation hosts Active Duty Marines, Navy and Coast Guard. Major commands on the installation include Army Sustainment Command (ASC), Tank Automotive and Armaments Command (TACOM), Joint Munitions Command (JMC) and the Joint Manufacturing and Technology Center (JMTC).

Temporary Lodging

The Rock Island Arsenal does not have a temporary lodging facility. There are several hotels in the Quad City area if needed. Information on local hotels can be obtained through your sponsor, the Housing Office, or the Relocation office. Call (309) 782-1245 for more information.

A Statement of Non-Availability is not required for Rock Island Arsenal.

The Relocation Office can provide a Welcome Packet that includes a Dining Out Guide for the Quad Cities area. There are several restaurants located near all entrances to Rock Island Arsenal. Sheridan's Island Catering offers a food court in Building 60 on RIA which is open for breakfast and lunch. MWR operates an outdoor grill during the warmer weather months in front of Building 68 and a soup and sandwich shop in Building 110, 1st Floor East during the winter months.

Rock Island Arsenal has limited housing available on-post for enlisted and officers and their family. Colonel's Row offers additional housing for senior ranking officers. Contact the RIA Housing Office at 309-782-2376; DSN 312-793-2376 for an application and more information regarding on-post housing. On-Post family housing on Rock Island Arsenal consists of 3 and 4 bedroom duplexes, and houses as well as government leased homes available in the local community. All Government homes on and off post include a refrigerator, stove, dishwasher and garbage disposal. Some quarters are reserved and assigned to key and essential personnel.

As a result of the limited amount of housing available in the area, many military families live in the surrounding communities in both Illinois and Iowa. The RIA Housing Office utilizes AHRN for listing available housing opportunities in the local area. In addition, local realtors offer special services to those relocating from another area.

Rock Island Arsenal does not currently have any Single Soldier Barracks.


Franklin Elementary School, Moline, Illinois.

The Rock Island Arsenal does not have a DoD Dependent School on the installation. Children living on post attend the Moline, Illinois School District. Specifically, elementary students attend Franklin, 5312 11th Avenue C, Junior High students attend Wilson Middle School, 1301 48th Street, and high school students attend Moline High School, 3600 Avenue of the Cities. The Rock Island Arsenal provides school bus transportation to these designated Moline Schools. There are 19 school districts within a 25 mile radius of the installation. .

The Rock Island Arsenal School Support Services inform and assist parents on youth education and school issues. The School Laison is located at 1 Rock Island Arsenal, Bld. 110 Rock Island. Their phone number is(309) 782-6515 DSN: 793-6515 and office hours are 7AM to 4:30 PM.

Several Private Schools are available for children grades K-12 and are located in both Iowa and Illinois (10-20 minutes from the Arsenal).

Child Care

Active duty, DoD civilian personnel, reservists on active duty, and DoD contractors are eligible to use Child, Youth and School Services Programs. Military personnel in need of Child Care services are encouraged to contact the CYS office as soon as orders are obtained, as there is a waiting list.

Child, Youth and School Services (CYS) Central Registration is located in the Child, Youth and School Services Office on the first floor of Building 110, NE wing. Registration is done by appointment only by calling (309) 782-0791.

Programs Offered -- The programs offered include full-day, part-day and hourly for children ages 6 weeks-5 years of age.

Preschool Program -- Children who are 3 to 5 years old are placed in the Preschool Program which is located in Building 11, or the Barn. The preschool age classrooms provide many opportunities to develop and learn through a variety of experiences, activities, and materials.
Infant/Toddler Program -- The infant and toddler program is located in Building 16. Children in this facility range in age from 6 weeks to 36 months and are placed in rooms according to age, development and space availability within the rooms.
Costs -- Fees for programs are based on DOD Guidance and are on a sliding fee scale based on total family income.

The Family Child Care program serves children between the ages of 4 weeks to 12 years of age. FCC homes are located on the Rock Island Arsenal as well as in Iowa and Illinois.

The School Ages Services/Youth Services can be reached at (309) 782-7544. They offer Before and After-School, School-Out, Inclement Weather Programs, and Transition Camp,for between the end of our summer programs and the beginning of the school year.

Medical Care

The U.S. Army Health Clinic, located in the basement of building 110, cares for the health needs of active duty military of the Rock Island Arsenal. The clinic also cares for dependents and retiree's of the area on a space and time available basis. All active duty family members, retirees, and retiree's family members must schedule an appointment with the appointment clerk in order to be seen by a clinic physician. Prescriptions will not be refilled or renewed without an appointment.

Dental care services are not available on Rock Island Arsenal. Dental care is only available at off post facilities. If you have questions regarding the Family Member Dental Plan (FMDP), please contact the TRICARE Benefits advisor.
