Seymour Johnson Air Force Base, North Carolina

Seymour Johnson Air Force Base is located in the southeast section of Goldsboro, North Carolina in the middle of Wayne County. The base occupies 3,300 acres. Goldsboro is a medium-sized town with a moderate cost of living. The base is located in the coastal plains of North Carolina, providing easy access to both the Atlantic Ocean and the Appalachian Mountains, and a wide variety of recreational activities in between.

As one of the Air Forces most distinguished fighter wings, Seymour Johnson Field, was activated in June 1942 and was deactivated in May 1946. Community leaders, led by Goldsboro Mayor Scott B. Berkeley, Sr., were successful in their campaign to reactivate the base in 1956. Seymour Johnson Air Force Base became active as a Tactical Air Command base and has been an active Air Combat Command (ACC) base since the Air Force's reorganization in June 1992. The 4th Fighter Wing was redesignated 4th Tactical Fighter Wing in July 1958; 4th Wing in April 1991; and 4th Fighter Wing in December 1995.

The 4th Fighter Wing is home to the multi-role, all-weather F-15E Strike Eagle and provides worldwide deployable aircraft and personnel capable of executing combat missions in support of the Aerospace Expeditionary Force. The wing also provides logistical support to an Air Force Reserve KC-135R unit.

Location/Driving Directions

For those arriving by air, the nearest airport is Kinston, North Carolina, which is 28 miles east of Seymour Johnson Air Force Base. The Raleigh-Durham International Airport (RDU) is located about 70 miles west of the base. Commercial transportation from both terminals is available at a cost: approximately $120.00 for a taxi or limousine service.

The Raleigh-Durham International Airport also has a USO facility for armed forced personnel and their families. Located at the northern end of Terminal A, the USO provides a safe, inviting atmosphere where one can enjoy a free snack, relax while watching TV, surf the internet, or just pass the time playing cards while waiting for ground transportation to Seymour Johnson AFB. Limousine Service Limousine service that provides transportation from Raleigh Durham International Airport to Seymour Johnson AFB is Starlight Limousines, Inc. They can be reached at 252-566-3100. Because of the high cost of ground transportation, it is highly recommended that you coordinate with your sponsor and have them arrange to meet you at the airport and transport you to SJAFB.

If you are driving from the Raleigh/Durham airport, take Interstate 40 East for approximately 10 miles. Stay in the left lane and exit onto Interstate 440 East, Goldsboro. Then exit onto Highway 70 East to Goldsboro. Once into Goldsboro, take the exit to Seymour Johnson AFB (still on Hwy 70 East), then exit at the Seymour Johnson/Snow Hill exit. This will take onto Berkeley Boulevard, which will lead you directly into the Main Gate of the base. The Welcome Center is on the right, just outside the gate.

If you are driving from the Kinston Jetport, exit on to Highway 70 West to the Goldsboro exit. This will take you onto Berkeley Boulevard, which will lead you directly into the Main Gate of the Base. Again, the Welcome Center is on the right, just outside the gate.

Trailways and Greyhound bus lines also offer service to Goldsboro. If you have not notified your sponsor to meet you or cannot reach him/her, the following taxicabs will, but the cost is expensive.

Population/Major Units Assigned

Seymour Johnson Air Force Base is a major Air Combat Command base. The 4th Fighter Wing, the host wing at Seymour Johnson, was the first operational F-15E Strike Eagle wing in the Air Force. The wing consists of four groups -- 4th Maintenance Group, 4th Mission Support Group, 4th Operations Group and 4th Medical Group -- and is assigned over 6,400 military members, about 600 civilians and 96 F-15E Strike Eagles.

Seymour Johnson AFB currently has over 530 active duty officers, and over 3, 800 enlisted members and their families stationed here. The base also employs over 1,000 civilian employees plus numerous contractors.

Temporary Lodging

The Southern Pines Inn is located just inside the front gate of Seymour Johnson AFB at 1235 Wright Brothers Ave, and offers a variety of limited rooms. Ensure that confirmed reservations for lodging are made prior to leaving present installation. As soon as you receive orders for SJAFB, call to make reservations at lodging at DSN 722-0385 or commercial (919)722-0385.

Reservations may be made for 30 days. There is no guarantee that those thirty days will be spent in lodging on base. Personnel may need to be lodged downtown. There are 69 temporary lodging facilities for accompanied personnel PCSing in or out of the base. If you find you will not reach the base by 6:00 pm on the day of your reservation, be sure to call billeting and give a credit card number for a guaranteed hold. Those failing to do so will lose their reservation.

Amenities include 24 hour fax and copy service, laundry facilities,and internet access. Handicap equipped rooms and limited pet rooms are available. Temporary Lodging Facilities include full kitchen with cooking utensils with layouts that will accommodate from 2 to 7 people. Washer/dryer and automatic dishwasher available in some units.

Oversized vehicles such as U-Hauls, trailers and RV's are not permitted in the parking lot. The front desk will assist you on authorized parking areas. No pets allowed in any type of transient lodging quarters or on lodging premises also all rooms are 100% smoke free.

Seymour Johnson has 1,665 family housing units; 1,465 are Capehart units in Berkeley Village and 200 units in Wayne Manor. Many of the older Capehart homes are under going major renovations. However, the wait time is within 30-60 days for most of the categories. Types of homes are subject to rank and family needs.

The base has Chief Prestige's units, 40 four-bedroom units for senior NCOs, E-7 through E-9. These duplex units are located in Wayne Manor. The base has 136 three-bedroom units for senior NCOs, (64 single L-shaped units and 72 duplexes). The remaining junior enlisted housing units are duplexes, 40 four bedrooms, 851 three-bedrooms, and 436 two bedrooms.
Officer housing consists of the following units: 6 senior officers; four-bedroom units, 18 field grade four-bedroom, 17 field grade three-bedroom, 5 company grade four-bedroom units, 100 company grade three-bedroom units, and one company grade two-bedroom.

The field grade four-bedroom units are located in Wayne Manor. The majority of the three-bedroom field grade and company units are single L-shaped units with the exception of 10 duplex units.
Housing units are equipped with refrigerators, ranges, dishwashers, garbage disposals, and central heating/air conditioning.

Single permanent-party officers and enlisted members in the rank of E-4 and above must report to the housing office to process for off-base quarters.

Single enlisted members in the ranks of E-1 to E-3 reside in 9 dormitories. The dormitories have rooms that open to outside walkways, and the older dormitory has rooms that open to a central hallway. Both kinds have community recreation rooms. All dormitories have semi-private baths. Two additional quadraplex dormitories consisting of 72 rooms each will be added to unaccompanied housing inventory. BAH applications are available through the dorm managers. Single airmen and airmen married with a military spouse at Seymour Johnson should return BAH applications to the housing office for processing. Married military couples initiate a letter at their orderly room(s) verifying marital status and hand carry the letter to the housing office. Off base housing services is located in the Housing Management Office, 1500 Vermont Garrison Street. Everyone with the exception of those being immediately assigned dormitory space or on base family housing must check with housing office for a briefing and counseling prior to seeking off base housing. The current inventory includes traditional apartments, duplex, triplex, townhouses and single unit rental homes. The average rental price is $500 - $1300 per month plus utilities. Unfurnished apartments are readily available. Rental homes are plentiful. Most rentals require yearly leases, which include the military clause. The housing office has limited list of housing available without a one year lease.

Child Care

Seymour Johnson AFB operates a Child Development Center located on 1030 Langley Avenue and has a capacity for 129 children, 6 weeks to 5 years of age. The program is accredited through the National Association for the Education of Young Children and the Department of Defense.

The facility is open Monday through Friday, 6:30 a.m. to 5:30 care for infants through 5 years of age, of any active duty military personnel or Department of Defense civilian employee are eligible to receive care.

Programs Offered at Seymour CDC are:

Full Time Hourly Care - Designed to provide up to 50 hours of care per week, Monday-Friday.
Hourly Drop-in Care - Space is limited to daily availability. Call 919-722-1197 for assistance in meeting your hourly care needs.
Those PCSing into the base are allowed seven days of child care while the military member and spouse in-process and look for a place to live. The seven days begin when the military member signs into the base. This child care is offered at a rate of $3 per hour for each child and there is a two-hour minimum requirement. You must call and make reservations.

The School Aged Care Program, housed in the Youth Center provides before and after school care during the school year and full-day camp during the summer months for youths 5 to 12 years of age. The center provides children with activities, games, field trips, and fun. Children are picked up and dropped off at the Youth Center by Meadow Lanes Elementary School and Greenwood Middle School. School-Age staff ensures that all children enrolled in the program get on the bus in the mornings and off the bus in the afternoon. This program expands to "all day" care when school is closed for special occasions or teacher conferences. Cost varies and is based on total family income. The Family Child Care Program, located in the Community Center, can be reached at (919) 722-0329. The program is designed to provide an alternative to child development center care by providing childcare in on-base housing. A list of licensed providers may be obtained at the Child Development Center, Youth Center, Family Child Care Office and the Airman and Family Readiness Center.

Additional programs sponsored by the Family Child Care Program include: Extended Duty Care, Child Care for PCS (20 hours free child care for members PCSing -- must be used within 60 days of arrival or departure) and Child Care for Volunteers.

The Give Parents a Break program offers free child care to families who may be experiencing stress due to a parent's TDY status, recently moving to the area, an illness in the family, having a special needs child or being a single parent. There are no DOD schools at Seymour Johnson AFB. Military member's children attended the local public schools. Children living on base attend Meadow Lane Elementary, Greenwood Middle and Eastern Wayne High School. Children living off base attend schools based on the district they live in.

The only school located on base is a pre-school for three and four years old. "WAGES" Head Start is a comprehensive preschool program serving the needs of eligible three and four year old. Call the Center at 919-734-1178, ext 244.

Registration for the schools is in the spring, and the preschool follows the same calendar as the schools off base. The Wayne County Public Schools have a Traditional School Calendar Schedule. For registration of your child/children please contact the school and set up an appointment. Kindergarten and first grade students entering public school for the first time must be age five on or before October 16 to enter kindergarten, and must be age six on or before October 16 to enter first grade. An official birth certificate and immunization records must be furnished at registration, along with proof of residence. Students whose families live on or near the base attend schools in the Eastern Wayne district. Meadow Lane Elementary (K-4) is located adjacent to the base. Greenwood Middle (5-8), is located across the street from Meadow Lane, and both are located on East Ash Street. Eastern Wayne High School (9-12), is located in the New Hope community, about a 15minute bus ride from the base. Depending on where the student lives in base housing, students may ride a bus or may walk to both Meadow Lane and Greenwood and will be transported to Eastern Wayne High. Transportation (buses) is provided to students living at least 1 1/2 miles from school. Whatever district you reside in will dictate to which school your child will be transported.

Special education programs are provided in the areas of gifted, learning disabled, mentally handicapped, emotionally handicapped. speech, visually and/or hearing impaired, physically handicapped, hospital/homebound, and preschool handicapped. Edgewood Community Developmental School is a day school serving children with special needs, ages 3-21. There are also two alternative schools for grades 6-12, Belfast and Southern Academy.

There are 8 private schools in Goldsboro.

If you choose to Home School, the North Carolina General Assembly allows home instruction, under certain conditions, as means of complying with compulsory school attendance requirements.

The Base Training & Education Center provides a variety of education programs ranging from high school completion through master's degrees. Central Michigan University, Embry-Riddle University, Fayetteville State University, Mount Olive College, and Wayne Community College offer degree programs on base.

Medical Care

Seymour Johnson AFB is home of the Koritz Clinic, named in honor of Major Thomas "Doc" Koritz who was a flight surgeon/pilot killed during Operation Desert Shield. As a small community clinic, primary care and limited specialty care requiring an inpatient stay is also referred to a local hospital or medical center.

The principal mission of the 4th Medical Group is to maintain the combat readiness of the 4th Fighter Wing. The 4th Medical Group serves the primary care needs of all TRICARE Prime enrollees as well as offering space available care to other military beneficiaries. Pharmacy, Radiology and Laboratory services are available to all military beneficiaries.

TRICARE Prime beneficiaries are enrolled to one of the following teams: Family Medicine, Flight Medicine or Pediatrics.

You may use TRICARE ONLINE to obtain routine appointments with the clinic Primary Care Manager (PCM) 24 hours a day. Step by step instructions for registration and procedures are given. It also provides lists of providers, health care and drug information.

The Health and Wellness Center (HAWC) is located on the second floor of the Base Fitness Center. They offer a variety of services to include fitness testing and enhancement, smoking cessation classes and diet counseling.

The pharmacy is located in the main clinic and has the same operating hours as the clinic.

All personnel should visit the TRICARE Service Center upon transitioning into the community; advisors will assist you to ensure you are prepared for all your health care needs.
