Installation Overview: Naval Support Activity Panama City, Florida

Naval Support Activity Panama City (NSA PC) is located on St. Andrew Bay in Panama City Beach, Florida. It has direct, deep-water access to the Gulf of Mexico. NSA Panama City exists to enable warfighter readiness and Panama City Beach provides a perfect location and environment for conducting year-round training, testing and research.

Naval Support Activity Panama City was founded as the U.S. Navy Mine Countermeasures Station on July 20, 1945, as a result of the transfer of the test station from Solomons, Maryland, but was renamed in 1955 to the U.S. Navy Mine Defense Laboratory. In 1972, it was renamed the Naval Coastal Systems Laboratory. The base has been a subsidiary of several other commands in the past including Naval Surface Warfare Center Carderock Division, and Naval Surface Warfare Center Dahlgren Division, under which it was designated Naval Surface Warfare Center: Coastal Systems Station. It obtained its current name in 2007 after changing from the prior command structure to the tenant command structure used by the Navy today in its command of research and development centers.

Location/Driving Directions

Naval Support Activity Panama City (NSA PC) is located on beautiful St. Andrew Bay in Panama City Beach, Florida. It has direct, deep-water access to the Gulf of Mexico.

From the airport take either Airport Drive or Lisenby Avenue and drive south to County Road 390. Turn right (southwest) and proceed on 390 to 23rd Street. Turn right (west); pass Gulf Coast Community College and continue across the Hathaway Bridge. Turn left at the 2nd traffic light (Thomas Drive). Travel south on Thomas Drive and go approximately 1/4 mile and turn left on to the station via the Main Gate. The Visitor Reception Center is just inside the gate on the right.

There is a Taxi Courtesy phone in the Main Lobby of the Airport Terminal that you may use for transportation to NSA Panama City, Naval Surface Warfare Center, Naval Diving and Salvage Training Center (NDSTC), Naval Experimental Diving Unit (NEDU), and U.S. Coast Guard Station, or other Tenant Commands. Several pay phones are also available in the airport lobby.

If arriving by by Automobile:, there are two major highways running into the Panama City area--US Highways 231 and 98. Highway 231 runs North and South, and crosses Highway 98. Highway 98 runs East and West and passes by the Naval Support Activity Panama City. Interstate 10 (crossing North Florida and the Panhandle East and West), is approximately 50 miles North of Panama City. If traveling I10, look for the 231 South. Where 231 crosses 98 (in Panama City), turn left and travel along 98 west. Cross over the Hathaway bridge and prepare to turn left at the 2nd traffic light (Thomas Drive). Travel south on Thomas Drive and go approximately 1/4 mile and turn left on to the station via the Main Gate. The Visitor Reception Center is just inside the gate on the right.

The Greyhound Bus Line's Panama City office is located at 917 Harrison Avenue (downtown Panama City). To get to NSA Panama City, go North on Harrison Avenue until it intersects with 15th Street (Business Hwy 98-1st traffic light). Turn left and proceed west on 98 for approximately 6 miles, crossing the Hathaway Bridge. Cross over the Hathaway bridge and prepare to turn left at the 2nd traffic light (Thomas Drive). Travel south on Thomas Drive and go approximately 1/4 mile and turn left on to the station via the Main Gate. The Visitor Reception Center is just inside the gate on the right.

Population/Major Units Assigned

NSA, Panama City serves active duty Navy and Coast Guard permanent party personnel and families. In addition, the largest numbers of the Base population are comprised of hundreds of EOD/Diver students. Major Units include: Coastal Systems Station, Naval Surface Warfare Center, Naval Diving and Salvage Training Center, and Navy Experimental Dive Unit.

NSA, Panama City employs approximately 2,800 civilian and military personnel.

Temporary Lodging

The BEQ is the central checkin location for all the Seahsore Inn Buildings.

Temporary quarters are limited. Reservations are recommended and can be arranged by calling 850-234-4217 or 1-877 NAVYBED. Pets are not permitted in temporary quarters and there are no full service kennels on the installation. Additional information on base housing can be obtained by calling the Housing Welcome center at 850-234-4248.

Bachelor Quarters (BH) are at the The Sea Shore Inn. Services include free laundry facilities, game room, TV/Movie lounge, in-room TVs and refrigerators, and picnic areas with grills. All rooms have ceiling fans. "A School" students attending NDSTC should check in at the NDSTC quarterdeck before checking in at building 484.

Geographic Bachelor space is limited, so check on availability before arriving. The BH experiences high occupancy during the months of February through October. It is highly recommended advance reservations be made for these times.

Navy Gateway Inns & Suites is located in Building 349 on St. Andrews Bay and has comfortable guest rooms, including spacious suites for the TDY officer and civilian, unaccompanied.. Navy Gateway Inns & Suites gives you the convenience and comfort of home with the services of a top rated hotel.

Building 304N (VQ) has been beautifully renovated (late 2009) single rooms for senior enlisted, officers, and civilians travelling unaccompanied.

Building 484 suites are perfect for families (max number is 4). Single and double rooms for enlisted are also located in this building.

No pets allowed in Bachelor Housing or Navy Gateway Inns & Suites.

There are 3 self-contained, park-model units that can be rented for up to 30 days. These trailers sleep 4 people, are completely furnished, and may be reserved by active duty and retired military members 6 months in advance. These are sometimes used by personnel for temporary lodging and are available for rent. Call MWR for reservations or additional information.

For a listing of hotels/motels and other temporary lodgings in the community, call the Housing Welcome Center. They have made BQ arrangements with local hotels/motels for special rates for military personnel. Additionally, contact the Housing Welcome Center prior to obtaining temporary housing. They can provide you with a sale and use tax exemption form. This form allows active duty military personnel to be exempt from hotel/motel sales and bed tax. Military members must present this form to hotel/motel managers at the time they rent a room.


CSS, Panama City has 65 units of on-Station housing (15 officer units and 50 E1-E9 enlisted units). Enlisted personnel can expect a minimum waiting period of 12 to 18 months, but officer housing is less in demand and waiting periods vary. If military families desire on-Station housing, the military member must provide the Housing Welcome Center with a completed Application for Military Family Housing (DD Form 1746), one copy of their Permanent Change of Station orders, and a current copy of their Dependency Application/Record of Emergency Data (NAVPERS 1070).

The effective date of the application on the waiting list will be the date of detachment from the departing duty station, provided the completed application package is received within 30 days of the date you sign in to your new duty station. Completed application packages received after the 30-day period will be effective the date of the package is received in the Housing Welcome Center. Seasonal factors greatly affect the off-Station housing market because the Station is located on Panama City Beach (a tourist community). Canadians visit in the winter months and thousands of other vacationers visit during the summer. Although, it is difficult to find furnished units during the summer, as a rule, there is a fair selection of long term, unfurnished dwellings available in the civilian community. The average rental rates for a 3 bedroom, 2 bath single dwelling (a nice, middle-class home) is approximately $850 - $1400 per month. Apartment units, duplexes, etc. are less expensive. Lesser priced and more expensive homes are also available.


There are no DODDS schools on Station. Many elementary and private schools offer Before and After School Enrichment (BASE) programs, as well as a gifted student program (QUEST). Please check with the individual school. The area high schools have unique curriculum designs to prepare students to enter the workforce or to continue with post-secondary education.

Bay County is served by the Bay District Schools with 22 Elementary schools, 7 Middle schools and 4 High schools. There are alternative schools for students in elementary, middle, or high school who need extra incentives or specialized diploma programs.

To find out which school your child should attend, call Student services (850) 872-4328. Give your address and child's grade level. The staff will use this information to identify the school in your resident area. If the student live 2 miles or more from his/her designated school, school bus transportation is provided.

The best way to register or enroll a student in the Bay County School System (for the first time), is for the parent or legal guardian to go to the assigned school to obtain and complete the necessary forms. You must provide the following before your child can start school: two documents showing proof of residence within the school district, child's birth certificate, copy of previous year's school record and report card (if attended another school system), proof that child has had a medical examination within the last year (only if entering a Florida school program for the first time), proof of Florida certificate of immunization (HRS Form 680), with dates for each immunization (this can be obtained by taking immunization records to any Bay County Health Department office or getting immunizations at the Health Department). Child Care

The NAS Panama City provides seasonal activities/camps and events for youths. The MWR Recreation Room allows up to 90 children to enjoy the fun of Summer Camp. Call MWR to sign-up.

Naval Support Activity Panama City currently does not have a Child Development Center (CDC). Service members are referred to our resources list with up to date day care options. Service members are also referred to the CDC at Tyndall AFB. Tyndall AFB is located 30 minutes from NSA Panama City. Navy personnel are eligible to use both the Child Development Center (CDC) and the Family Child Care (FCC) Program at Tyndall. To request a copy of the resources list call 850 234-4134.

The Child and Youth Program (CYP) offers before/after school care and day camps for ages 5-12 (5 year olds must be in Kindergarten). Hours of operation are Monday - Friday: Before Care 6:00 - 8:00 a.m., After Care 2:00 - 5:00 p.m., and Camps 7:00 a.m. - 5:00 p.m. Call 850-234-4134 for information.

The Tyndall Child Development Center strives to provide the highest quality care. It has achieved the National Academy of Education for Young Children (NAEYC) Accreditation, DoD Certification and the Floridian Golden Seal of Excellence in Child Care Certificate.

New arrivals receive priority for hourly day care their first two weeks on station. Home day care providers are available. You must have your child's current shot records with you.

There is a $2 per child hourly rate which includes appropriate meals and snacks. The monthly rates are established by DoD and are set on a sliding scale. The monthly rate covers up to 50 hours of care, Monday through Friday, 6:00 a.m. - 5:30 p.m.

Each child must be registered on AF Form 1181, Child Care Permanent Record.

Children with physical or mental impairments, requiring special diets, special procedures or other special attention, will be considered on a case-by-case basis with written instructions from the base pediatric clinic regarding the condition, special treatment and child's ability to function in a group setting.

Medical Care

NSA Panama City has a small medical clinic, a detachment of the Pensacola Naval Hospital, and an outpatient VA Clinic. Pensacola Naval Hospital is located approximately 100 miles from Panama City. The clinic operates as a Primary care clinic with board certified providers and highly qualified team of staff members.

Services are for active duty service members and their family members enrolled in TRICARE prime. Appointments can be made by call toll-free 1-877-879-1621.

If you need immediate attention, you will need to go to the local emergency rooms. Bay County civilian community is served by two major medical facilities. Gulf Coast Medical Center, and Bay Medical Center. Call the nurse call center at NSAPC for Assistance 1-877-879-1621 (option 4). They will evaluate and treat minor emergencies, and refer for more extensive follow-up treatment if needed. If you are active duty and become ill after 4 pm and cannot wait until the following work day to be seen at the NSA Panama City Branch Medical Clinic, You may also call Tyndall's Primary Care it is available by appointment by calling 1-800-824-3454.

The Station's Dental Clinic is staffed with one dentist and two dental technicians, who provide dental services for active duty military members. For special cases, active duty members may be referred to Tyndall AFB or NAS Pensacola.

Due to active duty treatment requirements, family members and retirees are seen only on a stand-by basis. Family members should use the TRICARE - Family Member Dental Plan (FMDP). For retirees and their family members, there is the TRICARE retiree Dental Program.
