Installation Overview: Naval Support Activity Mid-South, Tennessee

Naval Support Activity Mid-South is located in Millington, TN, 21 miles north of downtown Memphis and is seven miles east of the Mississippi River. NSA Mid-South plays an important part in the Memphis community and is one of the largest single businesses in the state of Tennessee.

The mission of the Naval Support Activity is to maintain and operate facilities, to provide administrative and logistic support to tenant activities and to perform such other functions and tasks assigned by higher authority.

Naval Support Activity Mid-South is continuing its goal to become the Navy’s premiere support installation by striving to maintain excellence in its facilities and services. The efforts and accomplishments of the NSA Mid-South team have been recognized and rewarded the past several years by repeatedly earning both the Governor of Tennessee’s Quality Commitment Award and the Greater Memphis Association for Quality Leadership Award.

Location/Driving Directions

Naval Support Activity Mid-South is located about 10 miles north of Memphis and 7 miles east of the Mississippi River. The entrances to the base are along the Navy Road on the east side of Millington and Singleton Parkway from Memphis. There are three entrances to the South side from Navy Road: Willis Gate, Harrison Gate and Bonney Gate. The North side also has three entrances: Astoria Ave., Kinser Gate and Brown Gate. Singleton Parkway enters the South side through the Singleton Gate.

Driving Highway 51 from the North (Dyersburg, TN):
Driving on Highway 51 from the North enter the city of Millington.
Continue to Navy Road turn left (East).
The Navy base is located less than a mile after the railroad tracks.
The South side is on the right and the North side is to the left of Navy Road.

Driving Interstate 40 from the east (Nashville, TN):
Driving on Interstate 40 from the East take the Paul Barrett Parkway (Hwy 385) exit.
Continue on Paul Barrett Parkway to the Singleton Parkway exit.
Turn right on Singleton Parkway and the base is just ahead.

Driving on Interstate 40 or Interstate 55 from the west (Arkansas):
Interstate 40 and Interstate 55 merge in West Memphis, AR.
At this point continue to Memphis on Interstate 40 (Nashville).
Take the North portion of the Memphis beltway Interstate 40/240 (Nashville).
Take the Austin Peay/Jackson Ave. exit (exit 8A).
Continue along Austin Peay (Interstate 14) to Singleton Parkway.
Turn left on Singleton Parkway and take this to NAVSUPPACT Mid-South.

Driving on Interstate 55 from the south (Mississippi):
Driving on Interstate 55 from the South, turn right on Interstate 240 (Nashville).
Take Interstate 240 (Nashville) to the Interstate 40 intersection.
Continue on Interstate 40/240 (Little Rock) it becomes the North portion of the Memphis beltway.
Take the Covington Pike exit (exit 10), bear to the right (North).
Continue along this road to NAVSUPPACT Mid-South, as Covington Pike becomes Singleton Parkway.

A part of the Navy Region Midwest and the Navy Installations Command, NSA Mid-South serves as the Navy’s Human Resources Center of Excellence. The primary tenant of NSA Mid-South is the Bureau of Naval Personnel, which relocated from Washington, DC. The command is now known as the Navy Personnel Command. Other tenant activities include the Navy Recruiting Command, the Navy Manpower Analysis Center, as well as the U.S. Army Corps of Engineers Finance Center.

NSA Mid-South has 7,500 enlisted and officer personnel, civilians, and full-time contract personnel who provide all essential logistic and operational support services to the commands and activities on board. Considered by resident activities as the landlord of Navy Mid-South, the Naval Support Activity Mid-South performs the many tasks necessary for the proper functioning of a self-contained city.

Temporary Lodging

Midway RV Park.

The Navy Lodge provides living accommodations for patrons with unlimited Navy Exchange privileges. There are 26 1-2-3 bedroom units with air conditioning, kitchenettes and private baths and family accommodations. Within walking distance is the Pat Thompson Recreation Center, gym, Ballfield Complex. No pets are allowed. Call Navy Lodge, 901-872-0121 or 800-NAVY-INN for reservations.

Navy Inns has 226 standard rooms and 16 executive suites with air-conditioning, kitchenettes and private baths. Business class rooms. Standard rooms have one full-size bed and suites have one king size bed with separate living area, honor bar, and DSN. Cottages at Glen Eagle are open to all MWR patrons and the general public. The cottages are 3 bedrooms, 1 ½ baths, separate living and dining rooms, full kitchen, and a covered carport. Amenities include a dining area for six, TV with VCR/DVD combination, complete cooking and serving items, and bed/bath linens. No smoking or pets allowed. Midway RV Park has 48 RV Spaces with 15 reserved for permanent campers, full hook up amenities. The Park is ocated on south side of base near the commissary, NEX and NEX Pharmacy. Bathhouse, wireless internet provided. Reservations required call 901-874-5650.

At Midway and Navy Lake RV Park Permanent Campers, there are19 permanent RV Campers for use for daily and weekly rental. 4 are Pet Friendly. Amenities include 1 queen size bed, 2 twin size beds; television, VCR/DVD combination; dining area; kitchen with refrigerator, microwave, oven, stove top, cookware and dinnerware; bathroom with shower; irons and ironing boards; bed/bath linens. Navy Lake RV Park has 12 RV spaces W/E/S (hardstand) with 4 spaces reserved for permanent campers, 12 RV spaces W/E, tent camping areas Amenities Bathhouse, fishing, non-motorized boating, picnic facilities, Lake house available for large groups and private parties, horseback riding and golf available. In addition, short term rooms for daily and weekly rental are at Bldg 448 near the Navy Inns. The rooms are basic barrack rooms with some amenities. Reservations required call 901-874-5650.

All incoming personnel are directed by their orders to report to the Navy Housing Office, Building S -794 prior to negotiating any on or off base housing.

The family housing on board Naval Support Activity Mid-South Housing is being managed by the PPV, Partner, Forest City, 901-872-8905. If you have any questions regarding availability of housing please contact Forest City.

To apply for housing upon arrival and determine your qualifying eligibility please visit our Housing Partners at the Navy Family Housing Office located in Building 794 on the corner of Essex and Singleton. A Housing Representative will review your application with respect to your pay grade and number of family members to determine eligibility. Housing will immediately refer you to our Forest City Residential Management Relocation Office which is also conveniently located within the Neighborhood Management Office. Advance applications for housing are always welcome. To obtain an application (DD 1746) please contact your local housing office or you can go to the Navy Housing website. It is a PDF file and can be filed out on line. Complete the application and mail, or fax with a current Record of Emergency Date (Page 2) and a full set of orders.

There are 318 units available and there are 73 new houses being built, with approximately 2400 square feet. For a 3 bedroom unit , the average wait time is from 0 - 3 months. For a 4 bedroom unit, the average wait time is 6 - 9 months.

All single sailors E-4 and below are required in live on base. All rooms aboard NSA Mid-South are single occupancy. Rules and regulations are given to active duty members for signature once a room has been assigned. There are apartments and duplexes available for rent. Most apartments are available on a long term basis and come unfurnished.

There are 4 exceptional family member units available for handicapped family members. Forest City does not have priority housing for incoming special needs families. All housing units are air conditioned. Generators are not available for families with significant medical needs who require power for their medical equipment.


There are no DoDDS Schools aboard the base. There are three public school systems that serve the Memphis area. Memphis City Schools: 901-416-5300; Shelby County Schools: 901-321-2500; and Tipton County Schools: 901-476-7148.

Transportation is provided by each school system. Children living on base receive bus transportation. Before/after school programs are available for a fee that is determined by the organization providing the service.

Children must be 5 years old on or before September 30 of the calendar year to enter kindergarten. They must be 6 years old on or before September 30 of the calendar year to enter first grade. A Student entering kindergarten must have a physical examination (within last six months), Permanent Tennessee Certificate of Immunization (green form) or a temporary Certificate of Immunization, birth certificate (certified copy) and social security number. Parents may be asked to provide a Proof of Residence.

All other grades require a copy of the last report card and proof of address. Students transferring into the system from out of state or from a non-public school must provide a Permanent Tennessee Certificate of Immunization or Temporary Certificate of Immunization which is up to date.

Both city and county schools offer special education at various locations, and transportation is provided to the school offering classes for the particular need.

The Clue program, which services the gifted child, is offered at both city and county schools.

There are compulsory school attendance laws. Some pertinent laws are: (1) Every parent of a child 7 - 17 years of age must require the child to attend school. A person who fails to do so may be fined $50.00 for every day a child is unlawfully absent. (2) A child who is unlawfully kept out of school may be found by Juvenile Court to be a dependent and neglected child and removed from the home. The parent may be punished by fine and/or imprisonment. (3) The school principal is required by law to report to the school superintendent children who are absent without proper excuse as much as five days during the school year. The school superintendent must report to the Juvenile Court Judge. (4) Memphis Police Officers, and other law enforcement officers, have been instructed to take into custody and deliver either to school or to the Juvenile Court Detention Center children found in the community during school hours who are truant from school.

Private and parochial schools abound in the Memphis metropolitan area. There are also schools for exceptional children. Memphis also has four-year degree granting colleges, junior colleges, and many business and technical schools. Check your yellow page directory.

The Navy College Office located in building S-241 assists active duty personnel in pursuit of higher learning. Please contact 901-874-5290 for further information. Several colleges have representatives on the base.

Child Care

The Child Development Center at NSA Mid-South offers care for children, six weeks to five years of age. Full time, weekly care is offered, with hourly care provided on a space available/reservation basis. The Mid South CDC is located in Building S-780 and can be reached by calling 901-874-5745. The center is open Monday - Friday, 6:30 a.m. - 5:30 p.m. Closed Saturday, Sunday and holidays.

Programs available include full time weekly care, drop in/hourly care and Preschool Program beginning at age 3.

All active duty, activated reserves, DoD and contract employees are eligible for the CDC services. Respite Care is not provided at this center.

A waiting list is established at the CDC with priority placement given to active duty. Infant care is provided from the time the infant is 6 weeks old.

Rates for care are based on a sliding scale and are figured by total family income.

There is a local resource for moms called It is a place where moms finds things to do, places to go, and connect with other moms. is your place to connect with: Playgroups/Mommy's Day Out , Daycares, Kid's Events, Parks and Playgrounds, Kid Friendly Restaurants and more.

A Child Development Home Program is available. Residents in government quarters, military (active and retired) and spouses off base in Shelby and Tipton county may be certified as a CDH provider. All persons who wish to care for children in their home on a regular and continuing basis must be certified by the CDH coordinator. School Age Care (SAC) is at the Navy Memphis Youth Center, Bldg. S-936, located on Savitz Road adjacent to Capehart Housing. They coordinate a year-round program to provide youth, ages 5-12, with activities to occupy their leisure time. The Youth Center telephone number is 901-874-5155. In addition to the youth center for before/after school care, many of the elementary schools offer this service as well.

The Branch Medical Clinic (BMC) is a TRICARE facility located aboard Naval Support Activity Mid-South across from the Naval Legal Service Office and Club Complex. The clinic provides primary care to all active duty personnel and also provides care to active duty family members who have chosen BMC to be their primary care manager under TRICARE Prime.

All active duty health records are maintained at the BMC. Health Records of family members with the BMC as their Primary Care Manager (PCM) are also maintained at the BMC.

The Navy-Marine Corps Relief Society does not have a Visiting Nurse Program.

A Pharmacy supporting active-duty, family members and retirees is available at the Navy Exchange.

Dental services provided are exams, cleaning, cavities filled, bridges and root canals and others that are needed/required. Only active duty personnel have access to this service.

The only community resource used is United Concordia.
