Naval Base Ventura County Port Hueneme/Point Mugu is located on the vast Oxnard plain, northwest of Los Angeles. The coastal area of Ventura County boasts some of the finest weather available anywhere. The base itself consists of two sites covering more than 1,600 acres and more than 29 miles of roads and streets. The Port Hueneme site offers the Navy's only deep water port between San Diego and Washington as well as providing a homeport that furnishes training, administrative, and logistic support for Seabees. The Point Mugu site is located approximately nine miles from the Port Hueneme site and is host to the E-2 Hawkeye community and other naval squadrons.

The mission of CBC is to prove a homeport and furnish training, administrative and logistic support for Seabees serving in many parts of the world. CBC provides training and mobilization requirements for four active duty Seabee battalions, Naval Mobile Construction Battalions THREE, FOUR, FIVE and FORTY, and more than 16 reserve Seabee units. The CBC's mission is “to support the Naval Construction Force, fleet units and assigned organizational units deployed from or homeported at the CBC; to support mobilization requirements of the Naval Construction Force; to store, preserve, and ship advanced base mobilization stocks; to perform engineering and technical services, and such other tasks as may be assigned by higher authority.”

Since 1946 Naval Base Ventura County (NBVC) Point Mugu has had an impact on the research, development, testing, and evaluation of missile and software weapons systems development. NBVC Port Hueneme has provided integral supplies, equipment, and roads to support not only the Seabees, but the Army, Air Force and Marines during World War II, Koran and Vietnam wars. On Oct. 11, 2000 the commands of Point Mugu and Port Hueneme merged into one command with three physical locations including San Nicolas Island. Reporting to U.S. Pacific Fleet via regional management by Navy Region Southwest in San Diego, NBVC was established with the Port Hueneme site as providers of base operating support, and Point Mugu as provider of aviation support.

NBVC Port Hueneme is the only deepwater harbor between Los Angeles and San Francisco. It is the only Navy controlled harbor between San Diego and the Puget Sound. It has been a key mobilization facility for WWII, the Korean War, the war in Vietnam, Desert Shield, Desert Storm, and Operation Iraqi Freedom. It is also a homeport supporting the current DoD logistic pre-positioning strategy.

Location/Driving Directions

If you are arriving via airplane, you will arrive aqt either Los Angeles International Airport (LAX), which is approximately 1-1/2 hours south of Point Mugu and 2 hours south of Port Hueneme, or the Oxnard Airport, which is approximately 25 minutes north of Point Mugu and 15 minutes north of Port Hueneme. Roadrunner Shuttle provides transportation from LAX to Ventura County for about $50 one way. A taxi to Point Mugu even from the Oxnard Airport, can be costly (from $25). If you have a sponsor, you should make prior arrangements for your sponsor to meet you either at Oxnard Airport or LAX.

There is an Amtrak Train Station in downtown Oxnard, approximately 15 miles from Point Mugu. There is no shuttle from there to the base and, again, taxis can be expensive. The train station is not an area to walk around in at night. Please be sure your command and/or your sponsor know of your arrival times and that someone will be there to meet you upon arrival.

There is a Greyhound Bus Station at the Amtrak Station in downtown Oxnard. The same information as above applies to the bus station.

Driving To Naval Base Ventura County

Point Mugu site is located on Highway 1 (Pacific Coast Highway) between the Las Posas Road and Wood Road exits. If you are arriving on Highway 101 (Ventura Freeway) from the north or south, take the Las Posas Road exit going south. Continue on Las Posas through stop signs and stop lights at the Pleasant Valley Intersection, the 5th Street Intersection, and the Hueneme Road Intersection. Proceed until Las Posas crosses over Highway 1 (Pacific Coast Highway) and dead-ends into the Los Posas Road gate. Directions from there to Security or to Building 1 can be given by the gate guard during working hours.

If you arrive after working hours, after you cross over Highway 1, before you get to the gate, there is a right-hand turn onto a frontage road which takes you down to Security (half way between the Los Posas Gate and the Main Gate). Should the Security Office be closed, continue on the frontage road until you reach the stop sign which is the Main Gate. Turn left to reach the gate guard.

Driving To Port Hueneme

The Port Hueneme site is located at the corner of Ventura Rd and Pleasant Valley Road. Take Highway 101 and take the Las Posas exit, cross over the freeway (westbound)to Pleasant Valley Road westbound (through the fields and toward the ocean) all the way to the Pleasant Valley Gate at Port Hueneme. If you plan to take Hwy 1 go pass Naval Base Ventura, Point Mugu Site and exit Pleasant Valley exit and cross over Hwy 1 and continue on to the Pleasant Valley Gate at Port Hueneme site.

NBVC provides the Pacific Fleet with a premier mobilization site, complete with a deep water port, rail head, and airfield; all in one package. In support of the Pacific Fleet, NBVC Point Mugu is home to Airborne Command Control and Logistics Wing which supports four E-2C Hawkeye squadrons. NBVC Point Mugu is also home to Fleet Logistics Support Squadron 55, Air Test and Evaluation Squadron Three Zero and NAVAIR WD. NBVC Port Hueneme is home to 30th Naval Construction Regiment which provides training support to four Sea Bee Battalions and with 31st Seabee readiness Group. Also, Naval Facilities Expeditionary Logistics Center, Naval Facilities Engineering Service Center, Center for Seabee and facilities Engineering, Engineering Duty Officers School and Port Hueneme Division, Naval Surface Warfare Center are some of the major commands at NBVC Port Hueneme.

1,420 military family members reside in military housing at Point Mugu, and 1,077 at Port Hueneme. 4,400 Department of Defense Civil Service employees and 4,400 contractors are employed in support of the sea test range, airfield, port and support services at Point Mugu and Port Hueneme. The active duty personnel on both bases consists of aviators, Seabees, Air Force students, personnel support, and mobilizing reservists numbering at 6,500 active duty and 2,500 ready reserve.

There are very few temporary housing units available for families. Reservations must be made in advance by contacting the BOQ/BEQ at 805-982-5785 or 805-989-8251. Pets are not allowed and active duty under PCS orders have priority.

There is a Navy Lodge at Port Hueneme site, and a Beach Motel on the beach at the Point Mugu Site, operated by Morale, Welfare & Recreation. For information and reservations, call the Beach Motel, Bldg 5-3, 805-989-8407. This switchboard is open 24 hours a day. The Navy Lodge is located at the Port Hueneme site, Bldg 1172, 800-NAVY-INN or local numbers are 805-985-2624 or 805-985-2627. These numbers are answered 24 hours a day and can give rate and availability information as well as make reservations.

There are also camping sites/RV at Point Mugu (on the beach) and RV sites at Port Hueneme. There are tent sites and complete trailer hookup sites as well. For information about rates and reservations, call the MWR Beach Motel Manager, 805-989-8407 or 805-982-6123.

Housing

On-base housing is available at Point Mugu and Port Hueneme. An additional military housing complex is located in the city of Camarillo which is approximately a 20 minute drive from Mugu and 25 minutes from Port Hueneme. The Housing Welcome Center is located at the Port Hueneme site. Call the Navy Family Housing Office, at 805-982-4321, for availability.

All officers and enlisted personnel assigned to the Naval Base Ventura County area and accompanied by their bona fide family members are eligible to apply for Military Family Housing (MFH). Waiting lists are established by bedroom category within each grade designation. Bedroom eligibility is based on family composition.

The following information is required from you in order to be placed on the waiting list(s) for assignment to government quarters: DDFORM 1746 (Housing Application), Copy of your orders assigning you to duty within the Naval Base Ventura County, Dependency Information and Proof of Detachment from previous duty station.

You may place your name on the waiting list for one of four housing areas only, Camarillo, Point Mugu, Port Hueneme or Port Hueneme Mobile Home Park. Applicants are given 30 days to change the area they have selected and retain their original control date. If you change your site on bedroom requirement after the 30 day period, your control date will be effective the date of the change.

Barracks are available to all single service members at both Point Mugu and Port Hueneme. Contact the Bachelor Officer Quarters (BOQ)/Bachelor Enlisted Quarters (BEQ) for reservation and application procedures at 805-982-5785 or 805-989-8251.

Schools

Ventura County encompasses 21 school districts, 3 community colleges, and a four year university. The K-12 public school population has an enrollment of aproximately 140,000. There are no DOD schools on board Naval Base Ventura County.

Naval Base Ventura County is surrounded by several cities which house most of its personnel. Each of these cities-Camarillo, Oxnard, and Port Hueneme-has its own elementary school district or districts. All three are serviced by the same High School District.

Elementary school children living onboard Point Mugu attend Ocean View School District schools. Those living in housing in Camarillo attend Pleasant Valley School District schools. Those living in housing at Port Hueneme attend the Hueneme School District. People living off-base in the surrounding areas are serviced by several elementary districts. All children are bused to their schools on the Point Mugu site. Bus service around the county and at Port Hueneme varies depending on distance from the school. Lunch is provided at all schools at cost. Before and after school programs vary by school. The GATE program is offered for exceptional children and varies by school. Football, soccer, tennis, basketball, swimming is offered by most schools.

Naval Base Ventura County has within it's locality three community colleges. These colleges accept all military as "California residents" for the purpose of tuition and spouses of active duty are considered "California residents" for the first year of the sponsor's tour.

There are several colleges and universities in commutable distance of Naval Base Ventura County. The University of LaVerne and Embry Riddle have campuses onboard Point Mugu and the University of Phoenix has a campus onboard Port Hueneme. Active duty should get in touch with the Navy College Office at 805-989-8362 Point Mugu or 805-82-3940 Port Hueneme for assistance with educational requirements and questions.

Child Care

Naval Base Ventura County has two Child Development Center buildings at the Point Mugu site and two buildings at the Port Hueneme site ; CBC Port Hueneme -Buildings 1391 and 1487 Telephone: 805-982-4663 and NAS Point Mugu - Buildings 17 and 173 Telephone: 805-989-8375.

Children of single active duty personnel and active duty have priority enrollment. NBVC civilian employees are eligible as space is available. There is a wait list especially for infant care. Fees and charges are varied based on the active duty member's paygrade. Contact either of the CDC offices for specific enrollment procedures, estimated wait times and drop in care processing as soon as you receive our PCS orders.

Home based child care is offered on a full time or part time basis. Providers are qualified professionals, operating independent programs at Port Hueneme and Point Mugu. The Child Development Homes (CDH) Program provides referrals to military families needing child care and offer training to prospective CDH Providers. The Morale, Welfare and Recreation Department's Youth Centers offer before and after-school care for school-aged children. While school is in session, a before and after school program is in full force. A full time, supervised, and structured youth program runs throughout the summer and special events, trips and games are offered during the year. The center is specially designed for today's kids! Medical Care

The Naval Ambulatory Care Center, Port Hueneme, and its Branch Clinic (Point Mugu) are committed to providing quality care and access to complete medical services. The Branch Clinic at Point Mugu handles only active duty personnel. The phone number for the Naval Ambulatory Care Center is 805-982-6370.

The Naval Ambulatory Care Center (NACC) at Port Hueneme provides primary care for active duty and family members as well as retired military, civil service personnel, and family members eligible under TRICARE. Hours of operation are Monday through Thursday from 7:30 a.m. - 7 p.m; Fridays from 7:30 a.m. - 4:30 p.m.; and Saturday from 8 a.m. noon.

Active duty and TRICARE Prime members enrolled with NACC as their primary care manager who require medical care that cannot wait until routine clinic hours, should call 805-989-8815 for consultation with the duty medical officer.

There is no Navy Medical Hospital in the area, however, there are three community hospitals which are TRICARE facilities.

For emergencies, whether on or off base, 911 should be called immediately.

The Dental Clinics at Point Mugu and Port Hueneme serve active duty service members only. Family members may choose a dental provider in the local community within the United Concordia network . The phone number for Branch Dental Clinic is 805-982-5584.
