Installation Overview -- Joint Base Elmendorf-Richardson, Richardson

The 2005 Defense Base Closure and Realignment Commission (BRAC) Report to the president directed the relocation of installation management functions from both the Air Force and Army to a new joint base unit and established Joint Base Elmendorf-Richardson. The decision listed the Air Force as the supporting agency, implementing and providing the funding vehicle for support to the entire joint base.

Both installations used military, civilians, and contractors to perform common installation support functions and similar processes to accomplish those functions. The commission noted the installations share a common boundary and therefore have an opportunity to consolidate the execution of installation support functions and potentially realize savings while also providing more consistent and effective support.

On July 30, 2010, the 673rd Air Base Wing activated as the host wing combining installation management functions of Elmendorf Air Force Base's 3rd Wing and U.S. Army Garrison Fort Richardson and consists of four groups that operate and maintain the Joint Base for air sovereignty, combat training, force staging and through output operations in support of worldwide contingencies. The installation hosts the headquarters for the United States Alaskan Command, 11th Air Force, U.S. Army Alaska, and the Alaskan North American Aerospace Defense Command Region.

The mission at Joint Base Elmendorf-Richardson is to support and defend U.S. interests in the Pacific and around the world by providing units capable of worldwide air power projection and meeting Pacific command’s theater staging and throughput requirements. The military importance of Alaska can be seen when visualizing its great “Over-the-Pole” circle routes connecting the Orient with Europe and North America, which makes it an ideal major hub for aircraft using polar or near-polar routes. Joint Base Elmendorf-Richardson location is much closer to the Orient and Europe than many in the contiguous United States and provides an ideal staging location for a rapid military response capability. Alaska offers a unique environment for military training, with more than 1.5 million acres of maneuver area, airspace ranges that are among the largest in the world and four deep-water ports.

If you arrive by air at Elmendorf AFB, you will arrive at Ted Stevens Anchorage International Airport. There are two terminals, the South (Main) terminal, and the North (International) terminal. Currently, all Delta flights arrive at the North terminal. Let your sponsor know if you are on a Delta flight so they can meet you at the North terminal. Be sure your sponsor will meet you at the airport, otherwise you will have to hire a taxi from there to the base. There is no shuttle service from the airport to the base. Get a receipt for the taxi fare for travel voucher purposes.

There is an Armed Forces YMCA military lounge located near the Alaska Airlines baggage claim level under the escalator. It's open daily 8 am to midnight. The base is approximately 10 miles from the airport.


Driving For the adventurous, the Alaska Highway offers one of the most exciting routes north. For Soldiers, your PCS orders must specifically authorize travel via the Alaska Highway if you wish to drive.

Often referred to as the Alcan (Alaska-Canada) Highway, the Alaska Highway weaves northwest for 1,488 miles from Dawson Creek, British Columbia, to Fairbanks.

For Airmen driving through Canada or taking the ferry, you are advised you are not authorized to report to Alaska any earlier than the first day of your Report No Later Than Day (RNLTD) month since Alaska is considered an overseas assignment unless the following situation applies:


1. General Provisions: Personnel stationed OS must depart their current station sometime within their DEROS month. The port call for PCS travel to the new OS duty station cannot be earlier than the first day of the RNLTD month unless the Airman has leave approved in the OS area.

2. Procedural Change: The port call for PCS travel to the new OS duty station cannot be earlier than the first day of the RNLTD month unless the Airman has to leave approved in the OS area or has the approval to defer his or her COT leave IAW AFI 36-3003.

3. This change allows Airmen stationed OS to depart within their DEROS month and report to the new OS location any time prior to the RNLTD without having to request an official change to their RNLTD. MPFs may use AFI 36-2110, Table 3.9 to establish a member’s DEROS. Note 3 of Table 3.9 does not apply if the Airman meets the criteria stipulated in this paragraph.”

The Alaska Highway is now paved, but the pavement varies considerably in quality. Road construction in the north is limited to the summer season, so expect occasional long stretches of road under repair or construction. Depending on the weather, the routing around or through these construction sites can be very muddy or exceedingly dusty.

The dust situation is only bad after long dry spells. To keep the dust out, keep some air pressure in the car by closing the windows and turning on the heater, fan or air conditioner. Finally, take it easy and take your time. Stop now and then to relax and take in the rugged north country; about 350 miles a day on the varying surfaces of northern roads is plenty. Your best source about traveling into Canada is the Canadian Tourism Commission website, Another good resource is the Canadian Border Services Agency website

Joint Base Elmendorf-Richardson, adjacent to Anchorage, is the largest installation in Alaska and home of the Air Force's Headquarters, Alaskan Command (ALCOM); Alaskan NORAD Region (ANR); Eleventh Air Force (11 AF); and the 3rd Wing (3 WG), as well as the Army's U.S. Army Alaska (USARAK); the 4th Brigade Combat Team (Airborne), 25th Infantry Division (4-25th ABCT); and the 2d Engineer Brigade (2rd EngBde).

    Temporary Lodging

    Located in Building 600, the Lodging Office provides quality lodging to members permanently changing station in and out of Joint Base Elmendorf-Richardson (JBER), members on temporary duty to JBER, members on morale leave and members eligible for space-available reservations. All travelers should be aware that space is extremely limited each year from April 1 through Sept. 30 because of the high volume of PCS/TDY traffic. Reservations can be made 24 hours a day, seven days a week.

    Temporary lodging facilities (TLF) for families include one-, two- and three-bedroom units. These units are equipped with everything needed to live comfortably while getting settled. Service members and their families PCSing into JBER are authorized up to a 30-day stay in the TLFs, space permitting.

    Members on official TDY orders are normally lodged in on-base facilities; however, if these facilities are full, the member will be sent to contract quarters or issued a certificate of nonavailability.

    Currently, JBER has 3,262 privatized housing units. Active-duty military members arriving at Joint Base Elmendorf-Richardson on an accompanied tour with command- sponsored dependents are eligible for privatized family housing.

    Military members interested in living on base should fill out an advance application, DD Form 1746, from their losing base. The effective date of an advance application (when placed on a waiting list) is the date that the member departs their losing installation. The member may also apply as a walk-in applicant, which means they receive the date they apply as their application date. The exception to this rule is that senior officers’ and chief master sergeants’ date of application is their date of rank. The wait averages anywhere from receiving a house immediately for enlisted housing to six months or more for officer quarters. Traditionally, the average wait is approximately six months for all categories, with the exception of senior officers.

    Tourism is one of the top three Alaska industries, leading to a very seasonal (i.e., high summer) demand for lodging and housing. This means lodging books up early for the summer months and you are unlikely to find any suitable temporary accommodations in Anchorage if you do not plan ahead and reserve early.

    Use your unit sponsor for travel planning advice and assistance.

    Kennels fill up, and most landlords do not accept pets. Use the links on Army Housing On-Line Service to plan and confirm your accommodations (as well as those of family pets).

    Family housing, senior enlisted and officer bachelor quarters units are each equipped with a dishwasher, garbage disposal, washing machine, clothes dryer, electric range and refrigerator. All personnel authorized quarters are allowed shipment of their full household goods weight allowance. The doors, stairwells, and hallways of the family housing may not accommodate oversized furniture or large freezers. So, plan your move accordingly.

    Off-Base Housing

    Housing referral services providing rental assistance is available for all members of the uniformed services (active and reserve), their families and Department of Defense civilian employees. All military members desiring to live off base are encouraged to process through the JBER housing offices, 907-552-4328 or 907-384-3088, prior to entering into any rental lease or sales agreement. In these offices, you may obtain assistance with lease agreements, landlord-tenant law, and other helpful information about the area, special programs available locally or mediation for complaints.

    The Capital Asset Management Office Rental Partnership Programs are unique to JBER. Rental Partnership/Rental Partnership Plus are the off-base programs for rentals. Under these participating programs, landlords/property managers agree to waive security deposits (except pet deposits) and offer slightly below-market rental rates in return for an agreement to pay the rent by allotment and to sign a one-year lease. In one program, accompanied and/or unaccompanied personnel can secure off-base rentals with no deposits, and the rent price includes all utilities, all appliances and in most cases, basic cable TV.

    In addition, rental listings and information may be found on the Automated Housing Referral Network website at www. This service is available for information on rental listings, such as address, price, amenities, size and locations JBER Housing of homes. Contact information for landlords/property managers may also be found at this same site.

    The monthly rental cost for an unfurnished apartment starts at one bedroom, $840 and up; two-bedroom, $990 and up; three-bedroom, $1,200 and up. Three-bedroom duplexes with a garage start at $1,700. Single-family homes range from $1,700 to $2,450 per month. Furnished units usually run an additional $100 to $200 more per month.

    Off-base housing allowing pets is limited (95 percent of the rentals don’t allow medium or large dogs) and a sizable deposit is often required. Initial move-in costs may include the first month’s rent, a $1,000 to $2,000 security deposit, and utility connection fees and deposits. The Municipal Light and Power Company requires a letter of reference from your previous electric company to waive the $50 to $400 deposit, depending on the amount of probable usage. The natural gas company requires a similar deposit.

    The Volunteer Realtors Program is a program geared for personnel looking to purchase. Realtors from various areas come into the office to conduct seminars and provide area information in a non-threatening environment with no pressure to purchase.
    Single unaccompanied active-duty enlisted Airmen are assigned to dormitories. Single occupancy rooms have been implemented for E-1 to E-4 (less than three years of service).     Five Anchorage School District elementary schools, kindergarten through sixth grade, serve Joint Base Elmendorf-Richardson: Aurora, Mount Spurr, Orion, Ursa Major and Ursa Minor. There is also one special education facility, Mount Iliamna.

    Anchorage School District’s Early Childhood Special Education Department has preschool classrooms at Ursa Major Elementary and Orion Elementary. These programs provide and oversee services for children ages 3 to 5 who experience developmental delays or other disabilities.

    Elementary Special Education Separate Day School, Intensive Behavioral Support Services at Mount Iliamna is for children who require significant behavioral support and an individualized behavioral support plan; they may receive services in specialized behavioral support classrooms located at Mount Iliamna. Older special education students are served at their attendance-area schools. For more information, call the Special Education Department at 907-742-4236.

    The elementary school a student attends is determined by where the sponsor lives on base.

    Kindergarten and first-grade students must provide a birth certificate, up-to-date immunization records, and any other school records to register for school. The address of the previously attended school is also helpful. All kindergarten children are required to have a school entry physical examination by a licensed physician, physician’s assistant, or state-authorized advanced practitioner within 12 months before, or within 90 days after, school entry.

    Middle-school students, grades seven and eight, residing on base attend either Central Middle School of Science or Gruening Middle School. Senior high students, grades nine through 12, attend either Bartlett High School or Eagle River High School. Busing is provided for all middle and high school students living on base. The middle school and high school a student attends is determined by where the sponsor lives on base.

    Children who live off base attend one of the district’s 60 elementary, 10 middle schools or eight comprehensive high schools, depending on resident location. Parents can call the ASD Demographics office at 907-348-5190 or visit to obtain school assignment information.

    ASD has a limited open-enrollment policy for students who wish to attend school or programs outside their regular attendance area. Parents of these students must fill out and submit a zone exemption request. Elementary parents should file zone exemptions at the receiving school. Middle and high school parents must get approval from both the existing and receiving school. Approval for all zone exemptions is granted on a space-available basis.

    If applications outnumber openings, a lottery determines which students enter the program when space is available. The school district uses a lottery system to provide an equal opportunity for students who request participation in an alternative program or school for which the number of applications exceeds the number of available openings. Approval or denial is based on space availability, grade level, and gender balance. Two lotteries are held annually, in March and August.     All middle and high school students who want to participate in athletics or other physical activities must have a current physical exam on file at their school. A practicing physician, nurse practitioner, physician’s assistant or military medical examiner must certify the student is physically fit to participate in such activities. Any student-athlete wishing to transfer schools within the district should confirm athletic eligibility. Parents are welcome at their child’s school anytime.     JBER units also take part in the School Partnership Program, which has been developed to assist Anchorage School District students by improving citizenship and educational experience through the exposure of positive U.S. Army and Air Force role models.

    The program is designed to help students find alternatives to drugs, gangs, and violence while encouraging them in the pursuit of academic excellence. The partnership is an extension of the Anchorage School Business Partnership program, which was established in 1991 and includes the participation of more than 500 businesses from throughout the Anchorage community.     Child Care

    Outreach Service offers child care support services for families and agencies of the community. An element of OS is the Central Registration Office, which provides a one-stop center where parents can enroll children ages 6 weeks through 5 years of age for CYP programs. For safety and health purposes, children and youths of all ages must enroll before using this service.

    Staff members are available to help parents determine which programs can best meet their family’s needs. For those parents needing off-post child care, the Central Registration staff can offer information and referral services.

    For information regarding enrollment procedures or any other OS information, call 907-384-7483. The Central Registration Office is open from 7:30 a.m. to 5:00 p.m. Monday through Friday. Children with special medical or educational concerns are referred to the Special Needs Assessment Accommodation Process prior to being allowed to attend CY programs. The primary function of the SNAP team is to ensure each child is placed in the environment that most appropriately meets all of his/her needs. Special emphasis is placed on providing consistent care for each child in a safe, healthy, nonrestrictive environment. Parents are invited to attend and participate in the team meeting scheduled to review the child’s needs. The EFMP Coordinator and the Army Public Health Nurse are integral members of this team.

    Short-Term Alternative Child Care programs and Special Child Care Openings can be made available to meet the surge child care needs of the community. Surge care is provided when an excessive number of children need care during a specific time period, such as during a community meeting like the Army Family Action Plan conference or during a special unit function. The OS director will work with the unit or agency to meet special unit child care needs during most functions, such as a unit ball or field day.     Volunteer Child Care in the Unit Setting provides training for unit members who volunteer to provide child care during Family Support Group meetings, fundraisers, and other unit functions. Training should be requested at least four weeks prior to the anticipated need date unless it is an emergency. The Central Registration Office also maintains a teenage babysitter referral list. Sitters must be at least 13 years old and must complete babysitter training before being placed on the referral list. CYP instructional programs provide teenage babysitter training classes several times each year. If space is available, youths as young as 11 years of age may participate in the training. However, they will not be included on the referral list until after their 13th birthdays.

    SAS provides before- and after-school care programs for school-age children when school is not in session. Care is offered from 6 to 8:30 a.m. and 3 to 5:30 p.m. when school is in session, and from 6 a.m. to 5:30 p.m. for teacher in-service days, school closure days and school vacations.

    All SAS programs are developmental and recreational with activities from field trips to homework assistance, as well as the opportunity to develop new friends. Drop-in and daily care are also available in all programs for families who do not need monthly care. Breakfast and an afternoon snack are served during the school year, with lunch served during full-day sessions. Parents and youths are welcome to visit the program at any time. Fees are based on family income. Registration for the program is through Central Registration.

    SAS provides escort to and from school, with transportation on bad-weather days. SAS also offers a wonderful summer camp program known as Camp Hoowah. For more information on SAS call 907-384-1068.

    Two Rivers Youth/Teen Center JBER-Richardson
    Youth Services (YS) offers programs to meet the social, recreational, physical and cognitive development needs of youths and teens.

    Youth Services is a member of the Boys & Girls Clubs of America and has national affiliations with BGCAs across the country and overseas.

    Contact YS at 907-384-1508 for detailed program information. The sports program offers health and nutrition workshops, sports clinics and both intramural and group sports activities. These include tee-ball, baseball, softball, indoor and outdoor soccer, basketball and cheerleading, along with adventure activities such as rock climbing and white-water rafting.

    The arts, leisure, and recreation program at both posts includes arts and crafts and offers a snack bar. The SKIES (School of Knowledge Instruction) Program has ballet, gymnastics, jujitsu, guitar, piano and hula instruction. YS is famous Army-wide for its excellent Outdoor Adventure Program, which provides two ski and snowboard weeklong camps during Christmas and spring break, and weekly off-post adventure camps during the summer to fishing sites and kayaking and rafting areas, as well as rock climbing and backpacking locations.

    Youth Services staff makes sure all inbound youths feel welcome; they also manage the college scholarship search program and work with teens in special programs such as Teen Discovery and job fairs, as well as assisting the Torch and Teen Supreme Clubs as they plan future programs and community events. Additional activities include Rent-a-Youth, Promise Passport (a youth volunteer initiative), arts and crafts, dances, cookouts, field trips, workforce preparation and sports and game competitions.

    The Youth Center on the corner of 6th and Dyea streets (Building 297) houses a large gymnasium, computer lab, teen room, snack bar and three activity rooms for arts and crafts and other programs. The outside grounds feature areas for picnics, soccer, basketball and many other activities on the lawn or in the gazebo. A Challenge (Ropes) Course with both high and low elements is across the street from the Youth Center. YS also has a state-of-the-art computer lab and homework center that offers tutoring for youths in grades 7 to 12.

    Appointments, including same-day appointments, can be made by calling the 673d Medical Group at the Department of Defense/Veterans Affairs’ Joint Venture Hospital at 907-580-2778.

    Appointments can also be made at​ www.tricareonline. com or via MiCare. Registration is required for MiCare, which is available to individuals enrolled in Family Practice, Internal Medicine, Pediatrics, and Flight Medicine. Using MiCare allows patients to make appointments, view lab test results, see medical history and procedures, record allergies, keep a list of medications and correspond more easily with their providers electronically.

    Emergency ambulance service is available on a 24-hour basis for active-duty members and their families residing on JBER. For active duty, dependents, and retirees eligible for care who live off base in Anchorage dialing 911 can access this service.

    Exceptional Family Member Program (EFMP)

    Approximately 340 health care professionals provide primary care including family medicine, pediatrics, internal medicine and emergency medicine. Specialty care includes mental health, family advocacy, cardiopulmonary, dermatology, allergy/immunizations, neurology, gastroenterology, sleep lab, the traumatic brain injury clinic, substance abuse, physical therapy, chiropractic, and occupational therapy. Normal clinic operations are weekdays with the exception of the Emergency Department, which is open 24/7.

    673d Medical Operations Squadron

    Approximately 340 health care professionals provide primary care, including family medicine, pediatrics, internal medicine and emergency medicine. Specialty care includes mental health, family advocacy, cardiopulmonary, dermatology, allergy/immunizations, neurology, gastroenterology, sleep lab, the traumatic brain injury clinic, substance abuse, physical therapy, chiropractic, and occupational therapy. Normal clinic operations are weekdays with the exception of the Emergency Department, which is open 24 hours a day, seven days a week.

    673d Dental Squadron
    The Dental Clinic is located on the second floor of the 673d Medical Group. The dental squadron provides a full range of services to active-duty members including general dentistry, endodontics, periodontics, oral and maxillofacial surgery, implants and prosthodontics. Orthodontic services are limited to the treatment of severe malocclusion.

    Sign-in for the dental sick call at the Dental Clinic is at 7:30 a.m. and 12:30 p.m., Monday through Friday. Annual examinations for active-duty personnel are by appointment. The clinic is open Monday through Friday with the exception of a training afternoon the third Thursday of each month. Emergency care is available after duty hours through the Emergency Department in the 673d Medical Group. The dental clinic telephone number is 907-580-5010/5011.

    Routine dental care for active-duty family members and retiree family members is available in the local civilian community through the TRICARE Family Member Dental Plan. Active-duty family members should be enrolled in the TRICARE Family Member Dental Plan. Many local dentists are participating providers in the TRICARE insurance program. A list of local providers can be obtained through the TRICARE Office.

    Family members should be enrolled for at least 60 days prior to making an appointment to be eligible for coverage. Responsibility for FMDP enrollment falls on the service member and should be directly coordinated with the insurance carrier.

    673d Aerospace Medicine Squadron
    The 673d Aerospace Medicine Squadron provides the following services that support the wing and our beneficiaries: flight medicine, primary care, preventive/occupational medicine, force health management, optometry, public health, occupational, environmental surveillance, CBRNE identification, human performance enhancement training, disaster/ flight line response services, health promotion services, and oversight of the installation PT testing program. Sick call for personnel on flying status is provided daily from 7:30 to 8:30 a.m. and 1 to 1:30 p.m. at the Flight Medicine Clinic in Building 8497, with additional information available by calling 907-551-4006.

    673d Medical Support Squadron
    The 673d Medical Support Squadron provides a full complement of support services to medical group staff and beneficiaries, including Personnel and Administrative Services, Medical Logistics, Information Systems, Medical Readiness, Patient Administration, TRICARE Operations, Resource Management, Nutritional Medicine, Pharmacy and Laboratory Services.

    The 673d Surgical Operations Squadron offers full surgical specialty capability for general surgery, orthopedics, podiatry, obstetrics/gynecology, urology, otorhinolaryngology, ophthalmology, including laser refractive surgery for active-duty members, wound care, and comprehensive pain management. The Ambulatory Procedure Unit provides care for outpatients undergoing surgical procedures not requiring an overnight hospital stay. Surgical patients who require inpatient or overnight care are admitted to the intensive care unit or the multi-service unit.

    Army Medical Department Activity-Alaska

    While family members and retirees receive care at the joint military hospital, active-duty Soldiers are seen at the Troop Medical Clinic operated by U.S. Army Medical Department Activity-Alaska.

    The Troop Medical Clinic is conveniently located in Building 786 on D Street and is open from 6:30 a.m. to 3:30 p.m., Monday through Friday, except Thursday mornings when it closes for training, reopening at 1 p.m. Routine appointments begin at 9 a.m. and can be scheduled by calling 907-384-0600. Sick call is for active duty only. No appointment is needed for the sick call, which is from 6:30 to 7:30 a.m. Soldiers report to Building 786 with a DD Form 689 SIGNED by their command. Upon entering the Troop Medical Clinic they will be triaged and directed where to go.

    Army family members are required to be screened for enrollment in the Exceptional Family Member Program before being granted command sponsorship in Alaska. Availability of specialized medical care is limited in Alaska, so some medical problems cannot be supported here.     The Army Dental Clinic is in Building 634, at Second and B streets. Clinic hours are from 7:30 a.m. to 4:30 p.m., Monday through Friday. The clinic is closed until 12:30 p.m. the third Thursday of every month for training. The clinic is staffed to provide a broad spectrum of modern dentistry. The dental staff at the joint military hospital on JBER-Elmendorf is available for specialty referrals as necessary.

    Dental sick call at the Dental Clinic is from 7:30 to 9 a.m. Monday, Tuesday, Wednesday and Friday, and 12:30 to 2 p.m. Thursday. Annual examinations for active-duty personnel are by appointment or on a walk-in basis. In-processing times are walk-in only. The clinic is open Monday through Friday, with the exception of holidays.
