Jay Starkman and Robert Dominguez are the authors of a well-received article about the affect of social media policies that are overly restrictive of employee rights. Jay Starkman

Jay Starkman is the CEO of Engage PEO. Engage is an HR outsourcing organization that provides HR and benefits to businesses nationwide.

Before forming Engage, Jay was president and CEO of another well-known professional employment organization  which he grew from a small player to a top five industry leader. Jay sold the company in 2008 to a private equity group. Jay also previously served as president and CEO of OneChem, a technology provider to the chemical industry.  

In addition to his corporate leadership success, Jay had a distinguished legal career, serving as the managing partner of his own firm, which specialized in employment and commercial law, arguing seminal cases as high as the United States Supreme Court.

Jay served as a member of the board of directors of ESAC (Employee Services Assurance Corporation), the accrediting body for the PEO industry. He also served on the board of the National Association of Professional Employer Organizations (NAPEO).

Jay has received numerous awards in recognition of his business accomplishments, including the Gold Stevie® for Executive of the Year in the 2015 American Business Awards and the Gold Award for Chief Executive Officer of the Year in the 2015 Golden Bridge Awards. He also received Florida’s Top Entrepreneur Award from Florida Business Leader; named HRO Top Superstar by HRO Today, and a Florida TrendSetter by Florida Trend.

Robert Dominguez

Robert Dominguez is an assistant general counsel and human resources manager for Engage PEO.

As a member of Engage's HR management team, Robert partners with Engage clients across California and the U.S. to create and deliver comprehensive HR solutions to small and mid-sized businesses.

Before joining Engage, Robert was an attorney for several leading law firms in southern California. Robert represented employers in all aspects of employment law, including defense of lawsuits involving allegations of discrimination, wage and hour violations, sexual harassment, breach of employment contracts, wrongful termination, and retaliation.

,He also developed personnel policies, employee handbooks, and advised employers on significant changes in employment law, such as California’s new Healthy Workplaces, Healthy Families Act.

In addition to his experience in employment law, Robert has represented companies in a variety of corporate matters, including contract enforcement, fraud, negligence, violations of California’s unfair competition law, and real estate. 

Robert earned a Bachelor of Arts from Georgetown University and a Juris Doctor from Cornell Law School.
